It happened around 6:30 a.m. Friday, between County Road 10 and Sideroad 12.
The operator, a 54-year-old from Wellesely, was taken to hospital in an Ornge helicopter.
Wellington OPP said injuries were non-life threatening.
The tax levy will still increase 4.55 per cent in 2026.
