Kincardine names new chief administrative officer

The Municipality of Kincardine has snatched Kirkland Lake's chief administrative officer (CAO).

Alan Smith has been named the new CAO of the municipality, effective July 20. He currently holds the same position in the Town of Kirkland Lake. He replaces Kimberley Wingrove who has been in the CAO position on an interim basis since November 2025.

“We are very pleased to welcome Alan Smith to Kincardine,” said Mayor Kenneth Craig. “His extensive experience in municipal leadership, combined with his collaborative approach and commitment to public service, will be a tremendous asset as we continue to advance council’s priorities and serve our community.”

Smith has more than 20 years of senior leadership experience having previously held bureaucratic positions with the Village of Masset and the County of Elgin. He also worked in economic development with the City of Guelph and Gjoa Haven in western Nunavut.

He has a Master’s degree in rural planning and development from the University of Guelph, an economics degree from Simon Fraser University, a business diploma from the British Columbia Institute of Technology, and a certificate in local government administration from Dalhousie University.

The municipality added that Smith is widely recognized for his collaborative leadership style, strong communication skills, and commitment to accountability, transparency, and efficient service delivery.

More information about Smith's transition into the municipality is expected in the coming weeks.
