North Perth approves zoning change for Main Street housing project in Listowel

North Perth council has approved a zoning change for a proposed Community Living North Perth development at 530 Main Street West in Listowel.

Council approved Zoning By-law Amendment ZN 6-2026 at its June 22, 2026 meeting.

According to a staff report, the change is intended to "facilitate the development of a 3-storey apartment dwelling with up to 15 residential dwelling units."

The project would support Community Living North Perth operations and provide housing for people supported by the organization.

The planning rationale submitted with the application says the goal is to provide "dignified, non-institutional housing that meets the specialized needs of residents while maintaining compatibility with the surrounding community."

The zoning change allows a residential care facility, with site-specific provisions for setbacks and parking. The plan includes 15 parking spaces, with up to eight allowed off-site through a parking agreement.

Planning staff say the parking reduction is supportable because "many of the residents of the facility will not have a vehicle," and parking would mainly be needed for support staff and visitors.

The agenda material also says residents would have access to transportation supports, including an accessible shuttle service, visitor-based transportation, electric mobility scooter storage, and cycling infrastructure.

The proposed building would include shared spaces such as a group kitchen, activity space, meeting rooms, office space, storage, and indoor scooter and bicycle storage.

The planning rationale says "a key design objective is to avoid an institutional appearance and to create a residential, home-like environment."

The application will still need to move through the site plan process. Staff say additional details will be required, including grading and drainage plans, environmental site assessment recommendations, and noise mitigation related to the nearby public works yard.
