Grey County CAO Kim Wingrove announces departure

Grey County Chief Administrative Officer (CAO) Kim Wingrove has announced she will be stepping down from her role on May 2, 2025, and the Deputy CAO will move into the role.

The announcement was made at the conclusion of the March 13 Grey County Council and Committee of the Whole meeting.

"I want to express my deepest gratitude for the trust and support I have received from Council and the entire staff team over the past nine and half years. My time at Grey County has been immensely rewarding, and I’m proud of all that we have accomplished together," said Wingrove.

Wingrove joined Grey County as CAO in September 2015. Throughout her tenure, she has led numerous initiatives, including the renovation and expansion of the County Administration Building, the Rockwood Terrace redevelopment project, the formation of Supportive Outreach Services, and the growth of community paramedicine programs.

She also played a critical role in expanding emergency housing supports and coordinating the county's response during the COVID-19 pandemic. With a background in economic development, Wingrove has worked to bring regional partners together to support Grey County's growth and prosperity.

"Kim Wingrove has been a tremendous asset to Grey County, and I’m deeply grateful for the knowledge, professionalism, and passion she brings to public service," said Grey County Warden Andrea Matrosovs. "Kim is a strategic thinker who leads by example to motivate her team to get the job done. She will be missed, and we wish her all the best in her next chapter."

Grey County Council has appointed Deputy CAO Randy Scherzer as the next CAO, effective May 2.

Scherzer has been with Grey County since 2002, initially serving in the planning department before being named Director of Planning in 2010. In 2021, he was promoted to Deputy CAO. A lifelong Grey County resident, Scherzer holds a Bachelor of Environmental Studies in Urban and Regional Planning from the University of Waterloo and lives outside Owen Sound with his wife Lori and their three children.

"Kim has been a wonderful leader and mentor. It’s been a privilege to work by her side and learn from her for the past few years as we worked together on several strategic projects," said Scherzer. "I look forward to continuing to move forward Council’s priorities with the support of Grey County staff and the senior management team."

Council has also directed staff to begin recruiting for the Deputy CAO position.
