Municipality of Kincardine approves 2025 budget

Kincardine council adopted its budget for 2025 this week, complete with a 7.13 per cent increase to the tax rate.

The Municipality is projecting over $41.5 million in operating costs and $26.8 million for capital expenditures.

"Budgets are always challenging for Councils," said Mayor Ken Craig. "It is our responsibility to work with staff to ensure the Municipality of Kincardine operates in a way that’s good for current taxpayers while planning for future generations. We took our time with this budget, and we believe this is a balanced approach that supports the needs of this community."

Councillor Mike Hinchberger said the rate fell within what council agreed was the target rate back in October, without sacrificing a three per cent capital levy to support asset management funding.

"From my perspective the 2025 budget is a good compromise between maintaining existing levels of service, putting aside enough to finance future capital rehabilitation and replacement, to continue to provide that service, while minimizing any extra costs," he told council.

However, two councillors voted against the budget as presented. One was Councillor Stellina Williams, who was not on council in October, and lamented some missed opportunities during the Monday meeting to potentially lower the tax rate.

The other was Councillor Bill Stewart, who said he had a change of heart after conversations with constituents.

"We're actually pushing the community pretty hard in trying to keep the same level of services," he said. "You know, 24 per cent of our community is on basically fixed income, they have pension plans and they don't get an increase like we... so when I start to find out all this information, of course I'm going to change my mind... I cannot approve this budget, I think it's just too high."

The Municipality says the increase translates to an average household increase of $172 per year.

The budget includes approval for capital projects like purchasing an aerial apparatus fire truck for Kincardine Fire and Emergency Services, replacing the Tiverton Sports Centre’s compressor and chiller, reconstruction of the Station Beach Boardwalk and helping fund the Kincardine and Community Health Care Foundation’s expansion project.
