Windsor doctor's membership to College revoked

A five-member panel of the Ontario College of Physicians and Surgeons has revoked a Windsor doctor's Certificate of Registration and ordered him to pay more than $250,000 after a disciplinary hearing.

The College said Doctor Albert Kadri engaged in disruptive conduct toward staff at Windsor Regional Hospital over several years. It called his actions "widespread, far-reaching, egregious and touched on every aspect of his role as a physician."

It accused Kadri of misleading patient communications, effectively stealing from his colleagues by billing a team fee to the Ontario Hospital Insurance Program, recruiting and misleading a junior physician by using him as a "pawn in his battle against Windsor Regional Hospital," and faxing orders to a hospital where he didn't have privileges.

The hospital suspended Kadri's privileges in June 2018 where he was a member of the renal program.

The College also said he failed to comply with earlier orders.

A notice from the College said Kadri did not offer a defence for his actions during a hearing conducted via video conference on June 7.

Kadri's certificate of registration expired last August and was not renewed, but the College still revoked it.

It also called him to appear for a reprimand and ordered him to pay $250,510 to the College.

The hearing took place over 22 days.
