Windsor council temporarily takes over all nine BIAs

Windsor city council has notified all nine of the city's Business Improvement Associations (BIAs) that it will be taking over management for the next two months while it works to apply a "uniform governance."

The city confirmed Tuesday that the decision was made during an in-camera meeting of council Monday evening. Board members across the nine BIAs were informed of the leadership changes on Tuesday.

While city council assumes operations, board members will be put on hold as council works with municipal staff to develop and draft rules including:

• How membership is determined.

• How elections are conducted.

• The manner of selecting board members.

• The resignation of members.

• The determination of when a member’s seat becomes vacant.

• The filling of vacancies.

• How verifications are undertaken.

• How financial matters are handled; and further.

During the 60 day period, city council will determine how the rules are implemented. Once completed, board members will be reappointed.

Council said it has also approved the release of an interim payment of 50 per cent of last year's levy to support business expenditures approved within the 2022 BIA levy. The City of Windsor said funds cannot be used to support new projects or initiatives until approval of the 2023 budget by council.
