Windsor company president charged with fraud

The CEO of a window installation business in Windsor has been charged with fraud.

Windsor police started investigating Certified Windows in September after receiving more than 70 complaints. The company's CEO, 44-year-old Craig O'Brien, was arrested on Thursday and is charged with two counts of fraud over $5,000, and using a forged document.

"The above charges are a result of a comprehensive investigation by the Financial Crimes Branch that encompass many of the involved complainants," police said in a news release on Thursday afternoon.

The Better Business Bureau warned the public about Certified Windows in October after receiving a higher than normal volume of complaints. Customers complained about non-delivery of ordered products, as well as the failure by Certified Windows to respond to consumer inquiries regarding installation dates or refunds.

The business at 4897 Tecumseh Rd. E in Windsor has been in business for 25 years.
