Devonshire Mall management says the Chinese-Canadian eatery is opening this summer.
Mandarin is famous for its all-you-can-eat buffet offering over 100 dishes.
The Windsor location will be Mandarin's 28th location in Southern Ontario.
Mandarin was founded in Brampton in 1979.
Alan Smith will begin his new role with the municipality on July 20.
