An independent economic impact study on Bill 148 finds that 185,000 jobs will be at risk in Ontario over the next two years.
It also finds that the cost of living will increase by an average of $1,300 per household each year if the legislation is implemented as currently drafted.
The study was commissioned by the Windsor-Essex Regional Chamber of Commerce and others.
President Matt Marchand says it's too much too soon and wants the province to phase-in the changes.
"Other jurisdictions such as California have had four to five phase-in periods for minimum wage of a similar amount," says Marchand.
Bill 148 is the Fair Workplaces and Better Jobs Act introduced in June.
The premier has said before that the changes will not be phased in.
Marchand says businesses will take a $23-billion hit over the next two years and wants the province to slow down.
"When you go too fast, too hard there's going to be unintended consequences and we're seeing some of them being played out," Marchand says.
Marchand echos the Association of Municipalities of Ontario in calling for the province to do its own costing study.
"In order to do proper public policy, you need to look at some impacts of proposed legislation," says Marchand.
