Payne Resigns From EWSWA Board

Councillor Hilary Payne has resigned from the Essex Windsor Solid Waste Authority after two years of being unable to pass a budget at committee level.

The EWSWA is made up of councillors from both the city and the County of Essex. Each year either the city or the county has more members giving them voting power. For the last two years, the budget approved by the board has been turned down by one of the councils leaving administration to negotiate an agreement.

Councillor Hilary Payne, who acted as the chair of the board, says it was time to leave the role.

"That's a reflection on myself. Maybe I wasn't saying or doing the right thing all the time, but I just didn't want to be there anymore," says Payne.

Councillor Bill Marra is taking Payne's place as the city representative.

The 2017 budget of the EWSWA has still not been approved.
