She was first elected as a School Board Trustee in 1988, and served as Chair of Finance, Chair of Negotiating Committee and Chair of the Board until deciding not to seek re-election in 2000. During her 12-year tenure, Jo-Anne was also elected to represent the Southwestern Ontario region at the provincial level as a Director of the Catholic School Trustee Association.
Over the next three years, Jo-Anne served as Director of numerous non-profit organizations, including Catholic Family Services, Habitat for Humanity, Children’s Achievement Centre, and MayCourt. She was also appointed to the City of Windsor’s Committee of Adjustment.
In 2003, Jo-Anne was elected to City Council to represent Ward 6 and still holds the seat. She has served in a number of positions of added responsibility on most City and County Council Committees. Her support for the auto industry and creating jobs, reducing government costs and taxes, promoting safe and clean neighbourhoods, and investing in improved services and infrastructure will continue to be her top priorities.

- Created in 2003 from parts of the former Essex and Windsor-St. Clair ridings
- NDP Joe Comartin held the seat for the area from 2000-2015, with Liberals taking hold from 1993-2000.
