Emergency officials pulled 55-year-old Raymond Bloch from the St. Lawrence River Sunday afternoon.
He was found unconscious and pronounced dead in hospital.
Police say it's unclear if his death was related to scuba diving or a medical emergency.
An autopsy is scheduled for July 21.
