Additional community safety zones have been approved in Sarnia, but advice to enforce speed in them was not.
Councillor Bill Dennis asked that the recommendation from staff be split.
"I think this is a positive action, but what I can not support is taking steps for entering negotiations for automated speed enforcement," said Dennis. "It is very clear that a name change from photo radar does not make it any more palatable to the public."
Dennis said feedback on the automated speed enforcement program was not positive.
"The surveys show overwhelming opposition, and I note my own social media outreach showed even stronger community opposition to the implementation of local photo radar. Our citizens simply do not want it, no matter what we call it."
Dennis said many people viewed the idea as a "money grab."
"Additional revenue to the city should come from growth, not from our citizens' pockets and we all know that once a small step is taken and the money rolls in, this could very well just be the beginning of a widespread radar expansion within the city in the future."
Councillor George Vandenberg, a former proponent of photo radar, admitted his view has changed.
"We've moved forward, through Mr. Jackson's assistance, in road diets and roundabouts and stuff, thereby reducing the speed, especially along Indian Road, so I too am not in favour of photo radar at this point," said Vandenberg.
The recommendation to reduce the speed in four new areas of the city was based on the presence of nearby elementary schools.
A reduced speed limit of 40 kilometres per hour on Cathcart Boulevard will be extended slightly to the limit of the Twin Lakes residential neighbourhood at Parkland Place.
The speed limit will be lowered to 40 km/h on The Rapids Parkway between Berger Road and Sandpiper Drive.
Speed limit reductions were endorsed for two other roads, but they are County of Lambton roads so additional approval is required.
London Road would see a lower speed limit from East Street to Christina Street and Lakeshore Road from Regency Street to Mills Street if approved by Lambton county council.
