In a rare move, Sarnia council held a recorded vote Monday night on the bylaw making Chris Carter the city's new chief administrative officer.
The bylaw, retroactive to April 1, was passed unanimously.
Mike Stark asked that each councillor be named and his or her vote recorded instead of the usual less formal show of hands.

Former CAO Margaret Misek-Evans left the city after October's municipal election after years of conflict with Mayor Mike Bradley.
In 2016, an independent workplace investigation found Misek-Evans and three other senior managers had been bullied and harassed by the mayor.
Carter was fired last December as Niagara Region’s general manager, along with three other managers, after a new acting chief administrative officer was appointed.
The St. Catharines Standard reported that Carter is suing the region for $850,000 in a wrongful dismissal claim.
