The 28-year-old was struck while walking behind a vehicle, believed to be a cab, that was backing up in traffic congestion.
Sarnia firefighters, Lambton EMS and city police responded.
Police say charges will not be laid since the incident happened in a private parking lot.
The woman was treated for minor injuries at Bluewater Health.
