A $30-million permit was issued for construction of the NOVA Chemicals Health & Research Centre and Athletics and Fitness Complex.
The permit brought the year-end construction value to $103.4-million compared to $73.5-million in 2015.
There were ten permits in December for single family homes for a 2016 total of 147, up from 124 in 2015.
Alan Smith will begin his new role with the municipality on July 20.
