Grey County council took time to welcome its new Chief Administrative Officer (CAO) at a meeting on Thursday. Randy Scherzer officially assumed the role on May 5, 2025.
Scherzer, a lifelong Grey County resident, first joined the county as a planner in 2002. He was named Director of Planning in June 2010, a role he held for more than a decade before stepping into the newly created Deputy CAO position in 2021. In that role, he supported several departments and led major initiatives, including the redevelopment of Rockwood Terrace in Durham.
Grey County Warden Andrea Matrosovs formally welcomed Scherzer to the CAO position at the May 8 meeting of Grey County council.
“Randy has consistently demonstrated a strong commitment to public service, a collaborative spirit, and a clear vision for the future,” said Matrosovs. “Council has every confidence in his ability to lead our talented staff team in delivering the high-quality services Grey County residents rely on every day.”
Scherzer expressed enthusiasm for his new role.
“Taking on the role of Grey County CAO is an incredible honour. With the support of staff, I am confident in our ability to continue moving forward council’s priorities and continuing to make a positive impact on Grey County communities,” he said.
The Chief Administrative Officer serves as the head administrator of the county, responsible for leading staff, setting organizational goals, and ensuring programs and services are delivered effectively at the levels set by Grey County council.
Scherzer holds a Bachelor of Environmental Studies in Urban and Regional Planning from the University of Waterloo and lives just outside Owen Sound with his wife and three children.
The appointment follows the announcement earlier this year that outgoing CAO Kim Wingrove would be stepping down. Her final day in the office was May 2. Niall Lobley will assume the role of Deputy CAO beginning May 20.
