Saugeen Shores approves 2025 budget

Council for the Town of Saugeen Shores has approved the 2025 budget and business plan, which includes a modest tax increase for residents.

The 2025 operating budget is set at $11.7 million, with over $10.3 million going toward capital expenses. Along with an increase to reserves of about $1.4 million, that leaves the total tax levy at $24,494,116.

That equates to a blended tax rate increase of 4.1 per cent.

Director of Corporate Services Jim Bundschuh presented the final report to council on Monday night, noting that the proposed levy had actually come down since their last meeting due to revised estimates with Workplace Safety and Insurance Board (WSIB) and the Municipal Property Assessment Corporation (MPAC).

"That represents approximately $15 a month on an average median assessed Saugeen Shores home," he said. "If we look at this excluding Police and the Saugeen Valley Conservation Authority, the proposed increase for the town is a mere 2.2 per cent."

Bundschuh suggested removing those figures because they're outside boards which council can't control the budgets of, However, he noted that considering other municipalities were seeing 30 per cent hikes on policing costs, the Saugeen Shores Police budget increase of $686,000 wasn't bad.

The 2025 budget and business plan was carved out over two sessions with senior leadership. Bundschuh told council this is the first business plan of its kind for the town.

"The plan introduces the first-ever 10-year Operating Plan, enabling Council to not just respond to growth but thoughtfully shape it to benefit our community," he said. "Council is increasing funding for Municipal Housing subsidies to help people find homes. The plan is prioritizing several environmental initiatives including an examination of residential organic food waste collection. This plan will continue to make Saugeen Shores an attractive place to live and a welcoming environment for business."

The plan for next year includes the completion of the Aquatic and Wellness Centre, a review of the town's healthcare services and multiple projects to upgrade and expand the Saugeen Shores infrastructure.

"The ten-year planning framework for both our capital and operating plans allows us to anticipate and address emerging needs while maintaining moderate tax rates," said Mayor Luke Charbonneau. "The Town is taking a sustainable approach to community growth as we expand our water and wastewater systems, support major enhancements to public parks and recreational spaces, strengthen our police and fire services and increase aid for people who are searching for an affordable place to live."

The by-laws to implement the budget will be adopted at the January 6 meeting in the new year.
