A mini van and the horse and buggy collided on County Road 9.
The eight passengers in the buggy were transported to hospital with unknown injuries.
Police said two horses escaped after the collision but were located and are safe in a local farmers barn.
Drivers were asked to avoid the area as police investigated.
Alan Smith will begin his new role with the municipality on July 20.
