The latest request comes from Tucker Industries, which already has a factory operating in the industrial park.
As well as growing cannabis, the company plans to develop a high tech cannabis growing unit which it can market to other growers.
There are now three cannabis growing operations in the works for the Palmerston Industrial Park.
Alan Smith will begin his new role with the municipality on July 20.
