The General Manager of Bruce Area Solid Waste Recycling is appealing to municipalities to address Blue Box scavenging . Brockton Council received a letter from Vince Cascone suggesting the losses due to scavengers will have a huge affect on revenue. He says drivers are constantly seeing people on bikes, or in vehicles rummaging through residential recycling for cans, bottles, and aluminum. The growing practice could not only lead to higher taxes to sustain the recycling program, but often leaves residents with messes left on their lawns. Privacy issues are also a concern. Cascone says he understands some special interest groups are trying to raise funds that way, but he says aluminum is the highest revenue generator supporting the Bruce Area Recycling program. He's asking municipalities to develop bylaws stating recycling placed at the curb is the property of the municipalities. Cascone adds police are not interested in acting on the issue. A similar letter is being sent to all of Bruce Area Recycling member municipalities.
