The two 12-year-olds were playing with the 39-year-old man's kids on Saturday when he allegedly assaulted them, St. Thomas police said.
It is unclear whether the kids suffered any injuries.
The unidentified man has been charged with two counts of assault. He has been released from police custody with a future court date.
Alan Smith will begin his new role with the municipality on July 20.
