The driver was dropping off an order at an apartment building in the city when they were attacked in the hallway around 11 p.m. on Sunday night.
The accused lives in the building, St. Thomas police said.
The unidentified 64-year-old was arrested and is charged with one count of sexual assault. He has been released from police custody with a future court date.
Alan Smith will begin his new role with the municipality on July 20.
