EMDC inmate dies after being found unresponsive in cell

A 32-year-old London man has died after being found unresponsive at the Elgin Middlesex Detention Centre (EMDC).

The Ministry of the Solicitor General confirmed the inmate died in hospital on Tuesday, three days after he was found in his cell.

"Given this matter is the subject of an investigation, it would be inappropriate to provide further detail," said Ministry Spokesperson Brent Ross. The Office of the Chief Coroner and an internal investigation by the ministry are being conducted.

The inmate was the same man who was arrested following a Canada Day crash on Highway 401 in South West Oxford Township, the Special Investigations Unit (SIU) said.

A stolen vehicle hit a utility pole while getting off the highway at a service centre around 4:30 p.m. on July 1. The force of the crash split the vehicle in half and ejected two passengers. They were taken to hospital with serious injuries.

The driver is alleged to have run off before OPP arrived on scene. He was found nearby shortly after and "arrested without incident," according to the SIU, which began its investigation into the matter on July 2.

Brandon Marchant was charged with seven offences including dangerous operation of a vehicle, possession of property obtained by crime over $5,000, failure to stop after an accident, driving while under suspension, and failure to comply with probation order.

He was taken to hospital for treatment of injuries police said he suffered in the crash before being transferred to the EMDC. He was found unresponsive in his cell by correctional officers before 8 a.m. on July 3.

The SIU, which is an independent government agency that investigates incidents involving police officers in which there has been death, serious injury, or allegations of sexual assault, has not released any other details.

Marchant is the third EMDC inmate to die this year and the 19th since 2009.
