Oxford OPP were called to investigate Saturday afternoon after a person returned to their Queen Street home in Tillsonburg to find an extension cord running from their place to a neighbour's home.
The homeowner had been away from an extended period of time prior to making the discovery, police said.
A 32-year-old man is charged with theft of electricity.
Alan Smith will begin his new role with the municipality on July 20.
