Several police cruisers remained at the scene of the shooting Thursday morning and a forensic investigator snapped photos of evidence in an alley that leads to the apartment the victim shares with his mother.
A neighbour, who asked not to be identified, said she was awakened by yelling around the time the shooting occurred but that she did not hear the shots.
"I heard a lot of yelling. I didn't hear much of anything else. Just a lot of yelling."
She said that type of commotion was not unusual and so she didn't even bother to get up to look out the window. She described that area of the city as "rough."
"It's got a lot of prostitutes, a lot of drugs. I wouldn't recommend, at night, to be out and about in this neighbourhood," she told Blackburn News London.
