Police say Timothy O'Connor, 51, died at the scene around 9:30pm Tuesday night.
Investigators believe a car was travelling northbound on Hwy. 59 when it hit the cyclist, who was travelling southbound in the northbound lane between Quaker St. and Utility Line.
No charges have been laid.
The investigation is ongoing.
Alan Smith will begin his new role with the municipality on July 20.
