Premier Doug Ford has indicated orders under the Emergency Act may be extended another 28 days when the provincial legislature meets Tuesday.
Ford said there are several items on Tuesday's agenda at Queen's Park.
"The one is to extend the Emergency Act for another 28 days and then I think it's five items, two with municipal housing, three with education that falls under childcare," said Ford during his daily news conference.
He indicated it is too early to say if school closures will be extended beyond May 4, 2020.
On Saturday, the province extended the Emergency Act until at least April 23, 2020. This includes the closure of outdoor amenities in parks and recreational areas, non-essential workplaces, public places, bars and the dine-in sections of restaurants, along with restrictions on social gatherings and the prohibition of price gouging.
Despite some positive trends, Ford said it will still be a while before the province is open for business again.
"I want to be cautiously optimistic but I don't want people to think this is done," said Ford. "Even when the economy turns on a little bit there's still going to be people with COVID-19 and there's still going to be death... even if we turn it on a trickle there is going to be risks and I do not want to just jump into this."
There were 7,470 confirmed cases of COVID-19 in Ontario as on Monday morning, as 421 new cases were reported.
