Councillor Derek Robertson's motion was unanimously approved at Monday night's council meeting.
Robertson says he has been on council for over seven years and always wondered why the tradition was never introduced before.
He says the symbolic gesture will serve as a moment of reflection for members of council and the public, as well as encourage civility, professionalism, and respect.
